Sir,
I have the honour to acknowledge the receipt of May
Gen Gascoigne's Despatch No 280. of the 2nd ult.
on the subject of the vacant appointment of
Deputy Registrar and Accountant of the Supreme Court of Hong Kong.
2. As the post is one of those
for which
it has been decided that Cadet officers
be regarded as having preferential claims, I
should, in the absence of special circumstances
have had no hesitation in approving the appointment
of Mr Kemp, but as matters stand,
I consider it to be impossible without great
hardship to disregard the claims of Dr J.W.
Jones who has held the acting appointment for
so long and he is reputed to have performed the duties of the
office satisfactorily. I have therefore come
to the conclusion that the latter officer should
be appointed and have informed him accordingly.
3. Mr Jones' promotion will take effect from
the day on which Mr Hazeland was confirmed in
his present appointment of Police Magistrate,
